I'm hoping it actually works and that people don't decide it would now be cheaper to just dump the animal than to neuter it.
I'd like to know how enforcable the cat license is. Who checks what cats are licensed? Do they have a census? I realize it's a small state and maybe it's easier, but I know such a law would be unenforcable here in NY.
